Outside the RCMP, he is a member of the Army Reserve and previously served as the Lieutenant-Colonel Commanding of the Governor General’s Foot Guards, an Infantry Regiment based in Ottawa.

His mandate is to provide leadership within the federal government across all aspects of managing information and data. This includes protective policy elements for privacy and responsible use of data-driven technologies, and policy elements related to transparency such as access to information and open government, including GC enterprise tools for data and information sharing. The Chief Data Officer also oversees policy and guidance for data-enabled digital services and programs, including foundational information management and data governance practices across federal departments.
Prior to this appointment, Mr. Burt was the functional authority for data governance and analytics capability for the Department of National Defence and Canadian Armed Forces (DND/CAF). He drove the analytics adoption and maturity throughout DND/CAF, and led the department-wide initiative to establish analytics and data governance.
Mr. Burt began his career in the Government of Canada in 1997 with Revenue Canada. In 1999, he joined DND, where he worked in a variety of policy, operational and defence intelligence roles, including two years as Executive Assistant to the Deputy Minister.
Mr. Burt moved to the Privy Council Office (PCO) in 2007 to work in the Security and Intelligence Secretariat as Senior Advisor on National Security. In that role, he was secretary for the committees of the National Security Advisor to the Prime Minister. In 2009, he joined the Intelligence Assessment Secretariat (IAS) at PCO, and held positions as Director for Afghanistan and, later, for Asia. Mr. Burt was appointed Director of Operations for the IAS in January 2012, and took on the position of Assistant Secretary on an acting basis in March 2014.
In April 2015, Mr. Burt assumed the role of Assistant Chief of Defence Intelligence at Canadian Forces Intelligence Command, where he led the federated production of intelligence within DND/CAF, and oversaw defence intelligence policy.

He is the author of several research papers, contributes to publications produced by Desjardins Economic Studies and is frequently quoted in the media. He holds a master’s degree in economics from the Université de Montréal.

He is the Executive Sponsor of KMPG’s Black Professionals Network and sits on the boards of the Prosperity Project and the Opimian Society. He has spent 28 years in KPMG’s tax practice, leading international structuring for global expansions and IP migration. He has extensive experience in conducting transfer pricing analysis for multinational enterprises with respect to advisory, planning, audit and compliance matters. During his career he has worked in many diverse sectors including automotive, real estate, marketing services, software, broadcasting, and manufacturing.

Prior to arriving at ESDC, Tina worked in eight different federal organizations, with the last 20 years at the executive level. She spent time in central agencies, including Privy Council Office as Assistant Secretary, Operations Secretariat, and line departments. Her program experience stems from her work as Director General, Multiculturalism and Human Rights at Canadian Heritage and as Assistant Deputy Minister with Programs Branch at Agriculture and Agri-Food Canada. She also served as Strategic Policy Assistant Deputy Minister, Public Safety Canada and Assistant Deputy Minister, Markets and Industry Services Branch at Agriculture and Agri-Food Canada. At the deputy level, she was most recently Executive Vice-President at the Canada Border Services Agency, following which she was President of the Public Health Agency of Canada during the biggest public health crisis of the century.
Tina’s career has greatly deepened her understanding of Canada, the citizens we serve and our contribution globally. She knows first-hand the stresses that organizations face in times of peril, what it takes to rise to the challenge and the importance of innovation. She is committed to service, policy and program excellence as well as continuous improvement. She cares deeply about people, diversity, inclusion, mental health and well-being.
Tina holds a bachelor of arts in political science and history from Carleton University. She also holds a master of arts in political science, with a concentration in strategic studies and international relations from Dalhousie University.
She is married and has three children.

Her program experience stems from her work as Director General, Multiculturalism and Human Rights at Canadian Heritage and as Assistant Deputy Minister with Programs Branch at Agriculture and Agri-Food Canada. She also served as Strategic Policy Assistant Deputy Minister, Public Safety Canada and Assistant Deputy Minister, Markets and Industry Services Branch at Agriculture and Agri-Food Canada. At the deputy level, she was most recently Executive Vice-President at the Canada Border Services Agency, following which she was President of the Public Health Agency of Canada during the biggest public health crisis of the century.

Allan enrolled in the Naval Reserve at HMCS CARLETON in 1980 where he served in a multitude of roles including administration, bosun, diving and ultimately obtaining his bridge watch-keeping certificate. Allan retired from the Naval Reserve in 2002. Allan joined National Defence as a Public Servant in 1990. He served in a series of positions of increasing responsibility within the Finance Branch, and he also spent time with both the Canadian Army and the Information Management Group. After a sojourn with the Correctional Service of Canada as their Director of Financial Planning and Budgeting, Allan returned to National Defence in 2009 as Director of Strategic Finance and Costing. In 2011, as part the Chief Financial Officer realignment initiative, he became Director Costing Services. There he significantly grew, transformed and professionalized the costing function in National Defence culminating with the creation of the Center for Costing in Defence. The Centre was the acknowledged leader in the Government of Canada for both the production of Life Cycle Cost Estimates as well as for implementing new and advanced practices in costing in the Government of Canada. In 2018 he was appointed Director General Costing, Investment Planning and Approvals adding additional responsibilities related to the Treasury Board Submission process and as well as managing the DND Investment Plan.
Upon his retirement from the Public Service in 2020, Allan established Weldon Solutions which offers strategic consulting services. Weldon Solutions is primarily focused on providing support to strategic finance, costing, CFO Attestation and related processes through providing advice on policy, procedures, process improvements, organizational design, as well as providing coaching and mentoring services.

Nicole Wright was appointed B.C.’s Comptroller General and Assistant Deputy Minister at the Ministry of Finance effective January 15, 2024.

Mark leads on public sector research in ACCA’s Policy and Insights team, focusing on issues relevant to the public sector globally. He has authored ACCA and CA ANZ’s report on the evolving role of senior finance leadership in the public sector and ACCA’s toolkit on green budgeting. Mark has a MA in Public Administration and Public Policy and a MSc in Public Financial Management. He is a qualified Chartered Public Finance Accountant and previously worked in local government in England.

She moved to the Treasury in 2011, initially working in an accounting role before moving into public spending, and then from the finance team into the public spending group, working on setting financial reporting rules for the government and providing advice on financial management.
