Panel: Costing: A Field of Opportunities and Possibilities
Allan enrolled in the Naval Reserve at HMCS CARLETON in 1980 where he served in a multitude of roles including administration, bosun, diving and ultimately obtaining his bridge watch-keeping certificate. Allan retired from the Naval Reserve in 2002. Allan joined National Defence as a Public Servant in 1990. He served in a series of positions of increasing responsibility within the Finance Branch, and he also spent time with both the Canadian Army and the Information Management Group. After a sojourn with the Correctional Service of Canada as their Director of Financial Planning and Budgeting, Allan returned to National Defence in 2009 as Director of Strategic Finance and Costing. In 2011, as part the Chief Financial Officer realignment initiative, he became Director Costing Services. There he significantly grew, transformed and professionalized the costing function in National Defence culminating with the creation of the Center for Costing in Defence. The Centre was the acknowledged leader in the Government of Canada for both the production of Life Cycle Cost Estimates as well as for implementing new and advanced practices in costing in the Government of Canada. In 2018 he was appointed Director General Costing, Investment Planning and Approvals adding additional responsibilities related to the Treasury Board Submission process and as well as managing the DND Investment Plan.
Upon his retirement from the Public Service in 2020, Allan established Weldon Solutions which offers strategic consulting services. Weldon Solutions is primarily focused on providing support to strategic finance, costing, CFO Attestation and related processes through providing advice on policy, procedures, process improvements, organizational design, as well as providing coaching and mentoring services.
Allan graduated from Carleton University with an Honours degree in Commerce and is a Chartered Professional Accountant in good standing.
