Associate Assistant Deputy Minister, Finance, Department of National Defence

Julie Charron was appointed to the position of Associate Assistant Deputy Minister (Finance) at the Department of National Defence (DND) in October 2017. In this capacity, she is responsible for providing leadership and continuous development to departmental financial programs and reports, as well as leading the department’s management systems and process transformation.
Julie joined the Public Service in 1992 and has led an exceptional career, gaining experience within several different departments. Prior to serving in her current role, Julie’s first position within DND was as the Director General, Financial Operations and Services (DGFOS) and Deputy Chief Financial Officer (DCFO) for the Assistant Deputy Minister (Finance). She was responsible for the departmental management of financial operations, providing strategic advice, and most significantly the reorganization of the branch.
Julie joined DND from Public Services and Procurement Canada (PSPC) where she was the Director General, Financial Operations Sector and DCFO from 2013-2017. During this time, Julie also had the opportunity to act as Assistant Deputy Minister and Chief Financial Officer for eight months.
Prior to her time with PSPC, Julie worked at the Treasury Board Secretariat (TBS), Office of the Comptroller General, in various positions where she was primarily responsible for the Policy on Internal Audit and internal audit component of the Management Accountability Framework (MAF), as well as and the Quality Assurance Improvement Program. Julie has also held various positions at the Office of the Auditor General (OAG) of Canada where she was responsible for financial and performance audits of federal departments, Crown Corporations, as well as provincial, territorial, and international organizations.
Over the course of her career, Julie has received several accolades, including the 2015 Chartered Professional Accountant (CPA) Public Sector Award for Excellence – Innovation, 2015 PSPC Client Service Award, and the 2009 CA Émérite Award from l’Ordre des comptables agrées du Québec.
Julie graduated from l’Université du Québec (Hull) in 1992 with a bachelor’s degree in Administration and Accounting Sciences, where she went onto achieve her designation as a CPA. Julie is also very active in her community and volunteers for various activities and organizations, including the 2018 Mont Tremblant Ironman Competition, Deputy Chief Financial Officers Council, and Financial Management Institute.
